From what I've seen so far, PHX is more built up than the other 4 cities with less available land for new commercial development for the types of space needed by the companies that Chandler, Gilbert, Tempe etc have been landing lately. (Think light manufacturing, campus type headquarters, etc.) I could be wrong, of course, that's just my take on it. Again, with commerical land in mind (and zoning) I can see why my town (Mesa) didn't make the list at all. My take on Mesa so far is more single family/services and less light industrial/green manufacturing than the other cities in the metro.

No 'dis meant to anyone, I was just thinking out loud.
Isn't Tempe even more built up than Phoenix? Yet better?

Tempe seems built up but kept it's suburban/low density nature and as a result I feel rent prices there are actually pricier than Phoenix.

Two totally different vibes, IMO. I found central PHX to be more congested and busy, central Tempe seems more relaxed. It's nothing I can pin down or give specifics for, just a feel to me.

(My niece moved to Chicago from Dallas to attend university.)

My niece also have family in the Atlanta area which is nice but my guess is housing is already very expensive.
They may find similar employment, but the hard part is finding similar pay. Phoenix is not Chicago and the prevailing pay scales here just do not match. Now if they can live comfortably on $70K they might be better off here . . .
