I rate Phoenix climate a minimum of 7 on the 10 point scale because 70% of the year, you get excellent weather.

Seattle gets about 4 on a 10 point scale.
Richland. Washington (where I'm retiring in addition to wintering in Phoenix) I would give a 5.5
South Texas and Louisiana, I would rate about 5.5 as well
Kuwait (where I am now working), I would rate about a 3
Arequipa, Peru I would give the only 10
Seoul, Korea about a 5
Moscow, Russia 4
Shanghai, China 5.5
San Diego a 9.5
Portland, Or 4.5
Ulan Bator, Mongolia 3.5

Only lived in Phoenix and Rochester, NY so far

Phoenix climate gets 9 out of 10 compared to Rochester

Rochester has a nice summer, so it beats us there, but it's short. By September, it already starts to get colder and cloudier again there.

Im brand new here, but with that said, the only thing I can compare it to is California's valley weather. When it reached 100 degrees here, it didn't feel like. It was equatable to the low to mid 90's back home.

Born and raised here but I have lived elsewhere for various reasons, that said:

Phoenix gets a 7.5 (it’s not the heat per se it’s how persistent it feels at times)
Denver gets a 5.5 (too cold and dry)
Tucson gets an 8 (like here but better)
Los Angeles gets a 9.5 (perfect but with nasty smog)
Albuquerque gets a 7.5
Minneapolis 3.5 (but I was only there for a short assignment)

So would you rate Rochester better for just the summer months and the rest of the year Phoenix better....9 months to 3 months, Phoenix?

Yep, and only mid June to late August, early June can still be iffy in Rochester

What I always found to be baffling is how so many people move here strictly for the climate (which is a rather silly reason to move to a large metro area). But why so many people think our climate is so wonderful is beyond me. We have decent winters, and the spring & fall can be nice as well, but when you factor in the prolonged blast furnace heat that we have from June through September (and even now to a certain point), as well as the extreme dryness & intense sun which is common during much of the year, I really don't see how our climate is "excellent" most of the time.

Most coastal areas in California have significantly better climates than Phoenix does: particularly southern CA locations like San Diego, L.A. area, Santa Barbara, etc. Yes, I realize those areas are very expensive and many people can't afford to live there ... however, we're not talking about cost of living or other things. On a climatic scale, Phoenix gets a C grade overall, and a D grade when compared strictly to coastal CA.
