That's kinda what they do, enforce the rules and if the rules say you need three trees in the front yard and you only have two for example, they can fine you.

I believe it.
The CCRs of my HOA state that homeowners must have a minimum of 2 trees in your front yard.
They don't care what kind though. Some people have yucca or ocotillo or pygmy palms.

This^^^ you wouldn't want to put in any 'ol tree and then find out it's not authorized. If any type can be planted then check with a local nursery for what's small and see what's appealing. You didn't say how small of a tree, there are many, plus there are also some tall shrubs that can be trained as small trees.

They don't care what kind as long as they have at minimum one tree. I will google the ones suggested.

We bought our first home in Phoenix (Maryvale) in 1978. We were so broke, we stole palm trees from our employer: Luke AFB. Later owners removed most of the palm trees. But one tree remains and it's huge.
