Ask 10 people and you will probably get 10 different answers. Not to mention, some of these cities consume huge swaths of land area. South Scottsdale is absolutely nothing like North Scottsdale, and the type of people (personalities, ages, wealth, etc) are all different. East and West Mesa - same thing. Downtown Phoenix and North Phoenix - same thing.

People have to be voting for Scottsdale ironically. It is not the friendliest suburb, and it is IN NO WAY the most laid back.

I noticed that when I was in downtown Phx. A lot of gentrification going on around 3rd and Roosevelt. You walk maybe 5-10 minutes from there and can see rundown homes/unkempt landscape. However, there are also a number of homes which appeared to have been renovated. No question this area is changing as well.
The homeless encampment is a few minutes away by car and looked more like an industrial district.
I have an acquaintance (out of state investor) who bought two homes in the downtown Phx area in 2010. If I recall he paid around 60 grand for each home. Don't know if he kept them given the problems he was having with renters. But if he did... probably could make a small fortune selling today.
