Both areas have excellent nightlife options but honestly Downtown Phoenix is a bit better as if you're not a college kid or at least close to Gen Z age you might find Mill to be a bit... tiring. Downtown Phoenix has plenty of clubs. I love Valley Bar, for an example, as a dance club in Downtown Phoenix. However Downtown Tempe would be a lot easier to commute to.
Honestly with Tempe, I remember going there to party when I was about 26, I looked around at everyone else and felt old. Late 20's and up Scottsdale seemed like it was the way to go. Downtown Phoenix didn't have a lot to offer in comparison the last time I had any interest in the sort of thing but, that was a long time ago and I keep hearing that they've done a lot up there. I recall Downtown Phoenix being kind of a ghost town after business hours back then. Now I'm curious to go get a few drinks and just check it out. I'll add to my to-do list when the heat wave is over.

FWIW I live just north of downtown (Central and Thomas, more or less). When we first moved here my commute was to Chandler (Price btw Germann and Queen Creek). The commute was relatively painless. Don't use the 101 to approach downtown in the afternoon and the only real congestion would be on the Papago inner loop (I-10 west of the 51). I don't have to do that any more but there was hope that the South Mountain Freeway would clear out some of the truck traffic.

I'll assume I-10 southbound to Chandler Blvd east. Other option would be the 202 east to the 101 south. I dont think either route will be a problem. You will see a parking lot going the opposite direction though.
