Hello I was wondering if someone could tell me places that are safe to live in Tempe or better yet tell me places to avoid. Moving there in August.

Stay south of Broadway, East of Priest, and West of Price (101 freeway), and your golden. There are very few unsafe parts of Tempe, but avoiding ASU's main campus and our trashy neighbors to the east (SE Phoenix) and west (Mesa) is a very safe bet. Welcome!

Nowhere in Tempe, nowhere in the US, nowhere in the world is "safe." There's only different relative degrees of crime. So much of what happens is random and unavoidable. That being said though, there are a few areas of Tempe I never felt comfortable in: anywhere along Apache Blvd, anywhere east of Rural and north of the railroad (with the exception of Four Peaks)-- especially when you're east of McClintock (it feels like a "barrio," loose dogs running everywhere), north Tempe by Miller/Hayden/Curry, the neighborhood north of Broadway between 52nd st and Mill Ave (this is rednecks with pitbulls in the front yard territory), Arizona Mills and anywhere within a mile and a half of the Arizona Mills Mall (gangs and riffraff, trailer parks).

the area South of Elliot between Rural and I-10 is pretty safe and in many areas pretty upscale

I'm not sure about safety one way or the other in that area. It's an older neighborhood, lower middle class. Not the best, perhaps, a bit further south would be better.
