It would be much longer, but you can take I-17 up to I-40, then take the 15 south to get to the OC......

Where was the construction? Your options are limited for major roads. You could take I-5 down the coast to I-8, or start with 91 and hang a right in Corona, then take I-15 to I-8 to SR 85 then north to I-10

The way I always like to go is 91 to I-15 to I-8, I-8 to Gila Bend and then take US 85 North the stop light at Buckeye then I either take a right turn onto Maricopa 85 to Phoenix or straight ahead to I-10 and then into Phoenix
Don't know about construction on this route as I haven't been to CA for a couple of years.
A word of warning, about I-8 in S. Ca
DO NOT DRIVE IT AFTER DARK ! MANY COYOTES ARE DRIVING IT AT NIGHT WITHOUT HEADLIGHTS AND MANY TIMES ON THE WRONG SIDE OF THE FREEWAY, GOING WEST IN THE EASTBOUND OR EAST IN THE WESTBOUND LANES!
