Wasn't Perryville the DOC facility where the woman inmate died after being confined out in the summer heat?

I'm just guessing here, but that may have something to do with privatization.

Potential cuts to state's juvenile jail facilities
So does your friend work for the DOC or the Department of Juvenile Corrections? Completely separate entities.

Also from the article you posted:

Laura Dillingham, a spokesperson for the Department of Juvenile corrections, emphasized that this is just a proposal -- "An exercise" submitted to Governor Janice Brewer when she asked each department to make 15% cuts, said Dillingham.

Under the plan, the Catalina Mountain School in Tucson, the Eagle Point School in Buckeye, and the Black Canyon School in Phoenix – all secure correction facilities – are in jeopardy of being shutdown.
In politics, this is known as a "power play," where the department is playing a hardball tactic that is basically daring the state to cut their funding. It is not a statement that the centers are closing.

This has nothing to do with "shutting" down prisons and the Heritage is speculating and offering a suggestion and argument for privatization. Their argument is that Arizona would save money if prisons were private compared to completely state run facilities.

As I said he works for Perryville, which is a woman's prison in Goodyear. He has nothing to do with juveniles.

Exactly...you're incorrectly redacting issues in order to make a case for a situation that doesn't exist.

This is the reason you started this thread...isn't this what this issue is all about?

No I am not. There have been so many separate issues on here, it is hard to keep track.

So you're just confused...that doesn't mean you should spread inaccurate rumors as factual situations; very irresponsible.
