Topaz filters are pretty cool. I like that cartoon like effect on the bridge. I like them myself, especially Topaz Clean 3, used for this image:

the real trick to getting good results with topaz clean is you have to crop and enlarge the scene so the line alterations standout. i found most of the time there wasnt enough difference to make it worth using until i cropped and enlarged..
