Lightroom 4 is great, I use it a lot, but it depends on what kind of editing you want to do. It's better at adjusting than actual editing.

Paint.NET - Free Software for Digital Photo Editing is a good editor, and free.

Ultimate Photo Editor - Corel PaintShop Pro X4 Ultimate Paint Shop Pro is very good, tons of tools and extremely reasonably priced at $39 (which probably means they have a new version coming soon).

Picasa Picasa is a pretty good, very fast, free tool you can do basic editing with.
