Define cheap - You can buy a Canon Powershot for about $120 that will take really decent pictures, but there are a ton of point and shoot cameras at thrift shops since most phones take decent pictures these days. Do you have a megapixel quantity in mind?
Honestly, you're better off just upgrading your cell phone than to buy a cheap P&S these days. If you can't take a good picture with a modern cell phone, you're not likely to get better results with a cheap P&S.

Last time I looked - about a year ago? - there were lots of small, compact point & shoot cameras that got decent reviews and were $200 or less. Consider another route: if you're eligible for a phone upgrade, do it. The difference in quality and even functionality, between the moderate point & shoots and current-generation cell phones is negligible. And if you go the upgrade route, you'll have only the phone to tote around with you (not that the camera is big and bulky, but it is another item to keep track of).
I'll toss in yet another "upgrade the phone" vote, most people will get vastly more benefit from that route than from having a P&S. Try swappa.com for used phones, though ebay tends to be just a touch cheaper. A phone upgrade will benefit you all the time, and you'll have that better camera with you all the time... can't use a camera you don't have with you, which is what tends to happen with P&S cameras.
I have a Coolpix Nikon with me right now in Dublin but I'm taking about half my pictures on my cell phone. Once I get out in the country I'll probably use the camera more. My daughter has a small Sony cybershot camera, smaller than her cell phone, that she is using most of the time.
