I've heard of this before only I've heard it referred to as "positive loitering." They do it from time to time in a neighborhood here called Uptown where teenage gang thuglets, mentally unstable drugged-out zombies, and Starbucks-gulping BMW-driving yuppies live elbow-to-elbow. The lattermost group uses positive loitering as a way to signal to the formermost group that they will not be intimidated out of the neighborhood while the middle group tries to hit up both for spare change.
