I think that it was proven back in the 1930's that Pittsburgh PA was not suitable as a destination for making films because there was not enough sun shine days to make it worth their while.
On average we get about 55 clear, cloudless days.

I think the kind of studio they are talking about is the kind that is used to make porn or something. Not something that the people of Pittsburgh needs or wants.

If you are lucky, they might shoot local commercials there for the television stations.

I was also originally thinking this would be mixed residential/retail. But I sort of see this in the same vein as Google setting up shop in Bakery Square--some business uses have the power to capture people's imaginations in productive ways, and a thriving movie studio in this location would likely be well worth the allocation of space.
