I agree with Greg that this thread is old enough that I don't recall everything that was covered, and I'm disinclined at the moment to go back and figure out what "new law" is being referenced.

That having been said, it's an interesting coincidence that over the past week or so, I've run across concerns about the militarization of police departments in general. One recent blogger on the subject (Vannevar) is obviously a local: Military Surplus and Profit-Taxes-Lobbying , Thank You Mayor <s>Mubarak</s> Bloomberg and the HS-MIC
