No doubt, spending does not guarantee a championship, just look at the Mets, Cubs, and Orioles. And the Marlins have won twice without spending a lot (or spending a lot one year, then completely gutting the team the next). But as long as the small market owners are profiting from the system, whether from their own success or from revenue sharing, there won't be much incentive to change it. Teams like the Pirates will have to catch lightning in a bottle, with a group of internally developed talent maturing at the same time and winning before they get to their free agency years.

Spending at least makes it watchable. I realize we will never spend enough to win a championship but we really should spend enough where we can finish around 500.

Now it's only 1. There are the Pirates we all know and love . I honestly don't care though as baseball is not a sport I've ever enjoyed when I was a kid and still don't really enjoy going unless it's with a big group of friends. It's hockey, football, or nothing with me.
