I think that the fellow in the shorts and cap who ushered her out of the intersection was a plain clothes police officer. Looks like he was displaying a badge around his neck and holding a police radio. I'm just glad she wasn't tasered!

I can't get over all the rumble on Pittsburgh blogs and forums regarding outrage towards those that stood and watched. There seem to be a number of people who are certain that she had some kind of mental issue, or are certain that she was under the influence of something. If the person was obviously mentally retarded or say Downs syndrome, I could see the outrage, but it's so far away from that it's ridiculous. It's just plain funny.

There are many folks who said someone should have helped her and escorted her from the middle of the street. Perhaps they are not familiar with the law:

Perhaps you are not familiar with the Good Samaritan law in PA:

This law prevents civil liability in cases where a citizen provides assistance to someone who is in imminent and serious danger, which in this case the person exhibits poor judgment by walking around/standing in the middle of a busy intersection.
This law also does not obligate you to help someone if it means by doing so you're ultimately placing your own safety at risk.

And so what difference does it make if its psychiatric or if she is under the influence and thus a substance abuse issue, makes it justifiable to mock her?
If this was someone you knew personally who was there in her place and they had Alzheimer's or another form of dementia that can affect thinking, judgment and behavior or suffered from liver disease which commonly can lead to an altered mental status, would you still find it very funny?

If this woman's behavior was the result of her being out and in celebration " tying one on " than I could relax my stance a little and only because no injury occurred. But because I don't know what caused this I can't help but have empathy for her and is why I am protective of her in this situation.

She obviously has problems, you didn't need to post this.

I think you're looking at it the wrong way. Can it be viewed as mocking someone with psychological problems? Yes, however it also showcases the local 'small town' sense of community that we have as bystanders stepped in to usher her off the road.

This often doesn't hold up in court and certainly will not stop a person from suing you. If you want to put your hands on a person whose mental state is already warped enough to where they dance half naked in the middle of the street then more power to you.
