This article, while certainly not comprehensive, has a decent explanation.

Allegheny's angling just for a fair share from state transit aid

And while I don't think it's necessarily a good argument for acquiring more funding, it certainly does prove that Allegheny County is not sponging from other counties (it implies the contrary, actually).

PAT should just file for bankruptcy - even if the state has no political will to authorize it it would at least force them into a corner to explain why they would not authorize & would also further show that PAT is trying everything to reduce their costs.

I'm not sure what you have in mind. PAT could file in bankruptcy court, but the court would just dismiss its filing for lack of authorization. The state would not actually have to do anything in response.

I'm not anti-transit. I'm anti being ripped off by pensioners sitting on their asses at home at age 50.

I'm interested in your affiliations ML North and BrianTH. Are you or your relatives affiliated with the labor unions?

Nope. In fact my dad was management at a car company (although he was in research so didn't actually deal with the UAW).

But again, you seem not to be grasping that I am actually supporting the idea of PAT trimming its legacy benefit obligations, including through bankruptcy. I just understand that the state right now isn't on track to do that, and that cutting PAT's state funding for operations doesn't address that concern and if anything will be counterproductive.

Then just vote to file for bankruptcy as Harrisburg did - something to give the idea some extra push at least
