I was going to post something similar. There will be NIMBY resistance to the plant. I figure this favors West Virginia for landing the project.

I heard this mentioned on the news this morning, so I went looking for more info.

Pennsylvania eyes tax deals to lure Shell's 'ethane cracker' - Pittsburgh Tribune-Review

As to the speculation in this thread about a western PA location:

I'd rather the state not be offering all these tax incentives, but in any event, as another poster above noted, no matter which state it ends up in, it will be good for the local economy.

It'd be nice to live in a world where tax incentives didn't play such a role in these decisions, but that's not the world we live in...

Problem is, a lot of times the tax incentives really aren't the deciding factor, but they take them anyway.

Tax incentives are the only way to get anyone in our region. We are taxed to death and no one in their right mind would put a business here without a host of promises and kickbacks of some sort. Hope they promise them the world and they move to Pittsburgh. We need all the help we can get.

Not true. Regardless, EVERY state plays the game of tax incentives. Houston just stole an energy company HQ away form Denver thanks to tax incentives. I'd bet Shell has already decided and is sitting back to see if the pot gets sweeter.

I think Shell's decision will be site related and not tax incentive related. I found it interesting that the WV governor said as much when he came back from Houston.

Shell will pick the best site regardless of the incentives. My guess is that heavily favors Aliquippa over the other two sites. If you are Shell and need to hire 1,000 chemists who make $70k per year are you really going to want to be in Wheeling?
