Personally, when I categorize the areas of the Northside by their current status I'd say
1. Summer Hill northern Brighton Heights, & parts of Perry North
2. Allegheny West & Northshore (tiny degree of separation) Mexican War Streets/area east of Federal Street, West Dutchtown/Allegheny Central, Lower Manchester, & Fineview excluding the Dwellings
------------------------------------------------------------------------------
3. Spring Hill (excluding Three Rivers Manor), Troy Hill, southern Brighton Heights, nice smidgen of Perry South, nice section of Marshall-Shadeland
4. Iffy part of Perry North & Spring Garden
----------------------------------------------------------
5. HoodTown part of Central Northside (west of Federal St, north of War Streets) & East Dutchtown
6. California-Kirkbride, Upper Manchester, most of Perry South (such as the Perry Central, Charles St Valley, "Snapville"), most of Marshall Shadeland
7. Northview Heights, Allgheny Dwellings, (degree of separation) Three Rivers manor (all public housing)

The top two are: safe, stable, #2 on their way while #1 areas are already there
Middle: the areas are safe & livable, but gritty with different levels of stability
Bottom three are: undesirable, mostly gang neighborhoods with different levels of of safety issues/crime/drug activity...

What could possibly be keeping Allegheny West out of the number 1 ranking? I guess the section of North Ave with the warehouses? I think that's hardly an issue aside from looks, though.

Also, does East Deutschtown (between 279 and Chestnut) really deserve to be called a "mostly gang neighborhood with different levels of safety issues/crime/drug activity.."? It really just seems run down and somewhat abandoned. I remember looking at a crime map of the area and not seeing anything too crazy.

East Dutchtown & Marshall-Shadeland are the neighborhoods in the lower category that to my knowledge are not curently gang active, yet they both have a decent amount drug activity/drug motivated shoot outs.
East Dutchtown is not too bad, but not that good
IMO, I see how some people think some neighborhoods could move a #spot, for example some in 2 could go to 1 or even 3-2/4-3/5-4
The opinions of the rankings on my list can vary it just depends on how a person personally perceives safety & other neighborhood things.

Thanks for the input. East Deutschtown seems to be the the only area in the city itself that A.) still has homes regularly going for less than $20K and B.) Is convenient enough/safe enough that I would consider living there.
