I think it would make a lot more sense to first see what kinds of buildings they'd like to put on the lot, before committing to a street grid.

If the idea is to put a few very large buildings- whether it is a large apartment complex or a Costco or Walmart- the traffic that is going to be generated has to be dealt with the roads, not to mention the existing traffic coming through that area from town, Duquesne and the Consol Arena.

I think the exact opposite. Figure out how you want to make that neighborhood work into the overall cityscape, including the streets, then figure out what to build where.

Note the "blocks" in question would mostly be as big or bigger than Downtown's blocks, so there shouldn't be a lot of constraints in terms of intensity of use.

Agreed. I also like that a movie theater is part of the plans along with building the parking garages into the topographical grades so that most of the parking will be "hidden".

Yes! Pretty much what I was describing before that was done on a smaller scale at Georgia Tech. A large park area over the interstate. You're not going to connect the Hill to Downtown until you deal with that psychological barrier. It also must block the sight and sound of the highway

After that, there should be a systematic plan to cover as much of 529 as possible. But the amount proposed in that plan is good.
