Presently, 17 states regulate private firearm sales at gun shows. Seven states require background checks on all gun sales at gun shows (California, Rhode Island, Connecticut, Oregon, New York, Illinois and Colorado). Four states (Hawaii, Maryland, New Jersey, and Pennsylvania) require background checks on all handgun, but not long gun, purchasers at gun shows. Six states require individuals to obtain a permit to purchase handguns that involves a background check (Massachusetts, Michigan, North Carolina, Iowa, Nebraska). Certain counties in Florida require background checks on all private sales of handguns at gun shows. The remaining 33 states do not restrict private, intrastate sales of firearms at gun shows in any manner.

Lots of states you don't need a background check. In PA you can grab a long gun with a pulse.
He specifically said pistol...

Oh in that case, drive an hour west and pick one up in Ohio. Why deal with all the paperwork?

1. I specifically only mentioned pistols

2. If you have ever been to a gun show you would know that it is cost prohibitive for a private individual to pay for a table/booth to sell one of his guns (not to mention who would want to put themselves at risk of being investigated by not documenting ones sale) The police and federal officers are always present at gun shows here and make sure that the dealers there are not skirting the law by pretending to be private sellers.

If you find someone selling multiple handguns at a gun show without requiring background checks & other paperwork they are acting illegally.

Though much of this is not very relevant considering the absence of gun crimes linked to gun show purchases.

You've never attempted to purchase a gun out of state, have you?

Being a PA resident purchasing a pistol out of state, the gun must be shipped to an authorized firearms dealer in PA, where the NICS check is done before the gun is given to the comsumer.

Private sales, when it is legal for them to occur, can only be between citizens of the same state.

This is incorrect. You can walk into a gun show in VA and pick up a pistol with no background check, unless they changed that law very recently.

Not since 1993 when the federal mandate went into effect

The Pennsylvania Uniform Firearms Act (UFA) restricts lower entities in PA from enacting firearms laws (although sometimes they ignore the UFA and do create illegal laws, there is legislation being worked on to make it easier to sue the local government over such laws and hold specific people accountable for their creation) however part of the UFA is that a "city of the first class" that only Philadelphia qualifies as requires a Licence To Carry Firearms(LTCF) for any type of carry. In the rest of the state you can Open Carry (OC) on foot with no licence.

Pa.C.S. 18, II, G, 61, A: Uniform Firearms Act

Philadelphia is also notorious for denying LTCF applications based on the character clause of the application for a very minor infraction that otherwise would not have prohibited someone from obtaining a LTCF.

No one cares about who they sell to, so long as they make money and the NRA has the potential to get another member, for more income for themselves.
This is mostly false. Any handgun purchase in PA weather it is through a dealer or a privates ale must go through a FFL and a background check, this includes gun shows. I'm not aware of the laws of neighboring states. However federal law restricts you from buying a handgun in one state and bringing it yourself back to your home state. These type of transaction have to go through a FFL and a background check. Someone who goes to another state where they can buy a handgun from a private seller without a background check and brings it to PA is breaking the law.

Long arm (rifles, shotguns) purchased through a dealer must go through a FFL and a background check. A private sale of a long arm can be done without a FFL. The seller cannot sell to a known prohibited person however there is no formal procedure to accomplish this. Someone who sold a long arm to a prohibited person could have legal trouble down the road.
