In Allegheny County, you only need to file once and the exclusion will automatically be applied to your tax bill in subsequent years: Property Assessments - Act 50 FAQ' s

The same is true for Westmoreland County; you just need to file once. I am not sure about other counties in the area.

Once. Well, once for each time you purchase a new property that you move to as your primary residence. So as long as you're living in the same primary residence as last year and the year before that and so on you don't need to keep filing. I think maybe back 15-20 years there might have been something that was new for everyone.

You can't file online looks like but you can check if you filed before by looking up your property online. http://www2.county.allegheny.pa.us/RealEstate/
