Even before the parking meter price increase, most Pghers were too cheap to drive downtown.

Yup. Frugal is not buying stuff you don't need and can't afford, and living without it. Cheap is trying to find contorted ways out of paying for stuff you use (and then, like as not, griping because they roll up the sidewalks at 5pm and all the bookstores are closed) and from the viewpoint of the cabbie, risking driving drunk rather than spending $10 on a cab. Anyway, the cabbie said it, not me. I live in the east end, where we all spend money on psychotherapy for our teacup poodles or whatever.

I'd say the options are more often "drive drunk or stay within walking distance." I'd gladly pay a $10 or $20 cab fare, but that's not even an option, really. I don't think this is something that can be blamed on Pittsburgh being a "small" or "medium" city, either. Even places like Indianapolis and Toledo have better cab service.

Pittsburgh never was a "taxi" sort of town.

Jitney service was always great, once I had a need for it and figured out how it worked.

No. We all spend money on organic vegan fro-yo to eat while we do bikram yoga in gender-neutral environs while Enya music plays softly in the background.

I myself favor artisan biscotti. I did read somewhere, probably the NYT, where psychiatry for your dog is a thing, if you have more dollars than sense. I hate to think what that must consist of, I'm visualizing the pooch lying on the couch while some bespectacled bearded man with a soothing voice says things like "Who's a good boy?"
What are we talking about again? Taxis? OK.

Uber is supposedly coming to town this year, so that will help out a lot.

Classy and Veterans are the same company, Star Transportation. Pittsburgh Transportation (Yellow and friends) basically fights everything they try to do to increase cab competition. So I'd definitely call one of the others.
