Won't happen.

On the topic of Billboards, I personally feel they are pollution and on top of that are a distraction to driving and should be completely eliminated throughout the US. Nice to see there is at least ONE US state that doesn't allow them. Vermont. Of course it is so beautiful up that way, no one in their right mind would allow that pollution all over the place.

Thing is the Green Mountains in VT aren't any more scenic than the Laurel Highlands, or the Northern Wilds here in PA. After several trips there what I began to realize is that either through a lot of forethought, or just as a consequence of their arms-length approach to non-local commercialism, Vermont seems prettier because of the lack of visual pollution. There are no billboards, no giant blue sign on the highway telling you the distances to fast food joints. Heck, many of the communication towers are camouflaged as giant trees. So while there's nothing particularly special about that landscape in Vermont, its citizens see the landscape as a resource worth protecting. Western PA could learn a few things.

I agree with your point concerning billboard blight... but you're definitely under-selling Vermont's natural attributes. Their mountain terrain is a (Smuggler's) notch above the highly dissected plateau and ridge-and-valley landscapes of PA.
