I am looking for a place that serves Carrot Ginger soup, Pumpkin Ginger soup and Steak Tartare.....It does not have to be all in the same place.

Any recommendations?

Kaya or Eleven has/had chilled Carrot Ginger soup with mint.

I am fairly certain that The Capital Grille has Steak Tartare. It's not listed on the menu, but I know they had it in March of this year.

Hopefully this helps!

Try the East End Coop (it's a food coop but with a vegetarian salad/soup bar) and Point Brugge Cafe (good food and beer). I've had a pumpkin soup combo from each. EEC's was better.
I'm not a meat eater so I don't know about the steak tartare.
