I just found this neat project dedicated to connecting Oakland to the Eliza Furnace Trail. It's called Rock Alley. It's a surprisingly in-depth analysis and is part of the Oakland 2025 plan. I hope they come up with something that gets implemented! Bates street is a huge deterrent to would-be bike commuters.
