I don't recommend that a single female live in Uptown, particularly alone. I'm aware of an armed robbery of a young female that occurred on a weekday afternoon on Locust, prob only a block from Mercy. I've known people who lived in that area. There are better options...as some have offered above.

I love Da Bluff - it'll follow the same path as da Hill, all in due time both will be great areas.

In order to live in the Bluff it does take some getting some grit. By no means another Shadyside, nor is it another Beltzhoover, for that matter. Though as of 2013 its not the best... Drug activity and prostitition make it a bit dicey after dark; other than that, there's no major concern like high levels of drug violence or gang activity.

If one thing's for sure, De Raud St, Moultire St, Baleen Street, etc north of Fifth are not apart of the Bluff, and should be avoided after dark. Yet that sub neighborhood where the Bluff, West Oakland, and Lower Hill all converge, is not one of Pittsburgh's top 15 worst areas, shootings and fights are almost monthly occurrences there.

Great aritcle on Sal Williams and how he owns the Bluff. It is from 2009, so as you can see, he hasn't really followed up. The williams family is waiting for UPMC to come pay funny money for the entire portfolio all at once. I believe I read he also tried to offer all of it to Chatham or Carlow at one point:

I laughed at the part of the penguins president talking about how the consol energy center could help redevelop uptown/bluff.

the mci center/Verizon center has been where its been for a very long time. it just happens that the crime of dc in that area went down once the crack epidemic of dc went down too.

it also helped eventually businesses expanded around it and that area of dc is for the most part,safe now since it is close to the us capitol.

you cant compared the Verizon center to the consol center and how it impacted a part of the city.

Penn quarter in DC definitely benefited from being in the right place at the right time. DC was looking to expand its tax base and stop population loss, and had to gentrify more neighborhoods. That area had two huge advantages - Verizon center being built and the proximity to tourist crowds from the national mall. Other advantages were fairly good building stock and cheap prices (at first).

I don't think crime was too bad in that area compared to other parts of DC even before the sweeping changes. Another factor could be that the old concept of Chinatowns was kind of dying/changing into more diverse areas because they did not have the draw anymore that they had in past times.

I think the new development at the civic arena site, if done well could definitely help spur revitalization of uptown Pgh.
