Expensive and redundant, most definitely. Not a "failing mess" on the whole as there are still a lot of good to excellent districts across the state, but yes, the system can certainly use reform. Things are not bound to get better as time goes on.

Most of our school districts are at least unified though, making the eventual inevitable transition toward mass consolidation a bit less traumatic/contentious than a place like New Jersey, where just about every municipality with a population of ~5,000 or more has its own K-8 school district on top of the regional high school districts.

General question, because I truly don't know...are there any places where schools are funded adequately and school taxes are not considered high? Are other taxes higher? I dont see how this can be an isolated problem. There cannot be a place where all taxes are low, but all services are great.

It's all relative, really. Even "low" tax areas are considered high by most other states' standards. We're not NY or NJ but we're certainly up there.

Eh, I'd place Colfax/Minadeo/Allderdice/CAPA on par with the better suburban schools. Of course, buying into these catchments is by-and-large not cheap.
