Not Denver, not Omaha, not Minneapolis. Denver is a city/county, 155 sq. mi. compared to the behemoth Allegheny County. The suburban cities have their own school districts. There are some intergovernmental taxing districts, such as the RTD (transportation), the football stadium district, the baseball stadium district, the Scientific and Cultural Facilities District (which Pittsburgh based their arts district on), etc.

I have posted before about how with all of Omaha's annexing, the school districts stayed intact. Omaha has annexed most of Douglas County, but there is no city-county goverment, though again, there are some intergovernmental districts.

Minneapolis has that metro council, but it isn't responsible for everything, and it takes in 7 counties.

You forgot Charlotte/Mecklenburg county that took 10,000 us airways jobs from pittsburgh. They have a city/county school district. They are also growing and have more fortune 500 companies now than pittsburgh

Allegheny County has been in decline for decades. Everybody else is merging and moving forward while it stays stagnant here. 130 municipal governing bodies and 41 separate school districts in one of the nations oldest and most segregated counties.
