Somebody make some sense of this for me, in an "allocation of resources" way. Specifically for the Highland Park Bridge, I looked at the traffic count the other day, and IIRC, it's something like 41,000 vehicles per day. Being realistic, how many pedestrians/bicyclists can we expect to cross that span in the same time period, in winter weather?

Resource allocation is not automatic but a value judgment. Not building the MFE might pay for 10,000 sidewalk plows.

This is what you call a self-fulfilling prophecy. You say that no one will bike or walk so you don't bother to make it possible to bike or walk and then say, "look, I was right no one bikes or walks."

True that. A southern climate would seem more suitable if one can't deal with such a short amount of time not being able to ride a bike...or perhaps a mountain bike would satisfy the issue.
