Gentrification is occurring, but the main impetuses for blacks to leave the city is because so much of the substandard housing in black neighborhoods is being razed- not gentrified. The razing of the towers in East Lib is only part of it. Driving the length of Larimer Ave. today, its a majority vacant lot community in the current era.

I understand not everyone should be able to live in Shadyside, for example, but we're talking about a humanitarian issue on a local level when impoverished minorities reliant upon public transportation are being displaced to rentals in neighborhoods without good transit infrastructure, making it more costly for them to access their low-wage jobs.

Tying this back to the OP, I'm sure most "hoopties" driven by African-Americans to serve fellow African-American clientele are less expensive than Uber or Lyft---they'd have to be in order to remain competitive. Do I want to pay $10 to have an Uber driver in a 2014 Honda CR-V to take me Downtown to work or pay $10 to have someone take me Downtown in a 1988 Buick Skylark? I may pay $5 for the latter if I'm struggling, but then the jitney driver struggles, too, as he has to pay the same price for gas as everyone else while making less money.

Hoopties are far cheaper to maintain than late model, pristine condition Uber and Lyft cars I've been in.

Another reason is low income people don't have access to cell phones with data plans that these require.

I beg to differ. Most low income folks are well connected. There are low cost cell phone dealers like Metro PCS, Cricket and Boost. Every hood has two or three. Poor folks are well connected nowadays.

At the extreme end of the spectrum some of them may not even have a credit/debit card to use.

oh that's the least of it ..... more so Elderly folks that don't have Smartphone and wont adapt to them ... Than it is not have access .... Poor Ghetto Blacks are more advanced on Phone technology than a 3 piece suite wearing bank exec... Seen a mom of 3 the other day on the bus (at least I think they were all her kids)... looking like she was struggling to put food on the table, yet pulls out this 6 inch Android device, screen so big, I could read her Facebook, right along with her.
