No, Armstrong County was added after the 2000 Census. On a related note, Fayette County was added after the 1990 Census, and Butler County was added after the 1980 Census. The original Pittsburgh metropolitan area was Allegheny, Beaver, Washington and Westmoreland Counties.
Wow Georgia actually has counties losing population? Whoda think? I'll be interested to see if they are overcounting or under counting. I seriously don't believe Westmoreland is still loosing that many people.

A lot of traditional "black belt" counties in the South continue to decline in population.

I'm still surprised though, With all that suburban growth by Atlanta. And I don't mean that sarcastically. Wonder what the city population estimate was.

Without the Atlanta metropolitan area, Georgia's population increased by 7,962 people between 2012 and 2013.

So Washington County is declining in population, yet new residential construction there continues to proliferate? That makes sense because...?

Washington County is a large area. The portions closer to Allegheny County are able to attract higher income people who want new construction. If you could drill down in the data I'm sure it would be clear that some areas of Washington County are growing in population and some are losing population.
