I just witnessed some fairly severe abuse of a dog a few houses down from mine, and from what I saw, I doubt this was the first time. I already contacted authorities about it, but I'm interested to know what people think. The people in question are renters, pretty new ones at that. The landlord is out of state, I can see that from the assessment data. If you were me, would you try to contact the landlord to cause these pieces of garbage trouble? To see if the dog is even allowed there, to see if this is the kind of trash they want to be renting to? Situations like this never work out for the dog, but the dog is already in Hell, so I'm tentative on how to proceed.

Is the dog kept outside on a chain? If so, you can contact Dogs Deserve Better. Here's their PA Facebook page. Even if the dog isn't kept outside, they can probably help you get more information.

Also, have you contacted Animal Rescue League? I think they're closer to where you live than the other two. http://www.animalrescue.org/

We have been successful in outing undesirable tenants via calling out of state landlords. Unfortunately that's not going to help their pets. The animal needs to be taken away from them. I hope the police press charges. I wouldn't leave it just to the police because they may say there's no proof. A animal control officer would be more likely to remove the dog based on your eyewitness report. In addition to what Jay provided, I also recommend calling the humane officer at Animal Friends.

Nope, it's not kept chained outside. The abuse in question is physical violence (which is now over, as far as I know, they returned inside their house).

ARL tells you to contact WPAHS officers, which is what I did. I considered calling 911 instead, but Penn Hills police are extremely useless in my direct experience. I provided all of my information to the humane officers at WPAHS, I don't mind being a witness or whatever.

Okay, I'll contact Animal Friends too. They're pretty far from here, so I imagine they'll let WPAHS handle it, but who knows.

As a previous landlord, i would like to know about it. After all, its the landlord's liability if anything happened.

I contacted the Humane Society in a case like this and the guy was summoned. I had to testify at the magistrate and they gave him the maximum that they could. It involved a neglected dog that was bleeding all over the place and was later left in a garbage dumpster to die.

That's a good point. They have a beware of dog sign up too, and considering the breed and their treatment of him/her, it's bad news in regards to liability.

I'm just trying to see if I can find better contact info. I have their mailing address out of state, but nothing more direct. I'll mail something priority if nothing else.

Contact your local Humane Society or SPCA for complaints.

The Pennsylvania SPCA has created a statewide toll-free hotline to report animal cruelty: 1-866-601-SPCA.

To report unsatisfactory conditions in kennel facilities, contact the Dog Law Enforcement Bureau at 1-877-DOG-TIP1.

Follow the links for more information on cruelty investigations in your county. Call the phone number provided to file a cruelty or neglect complaint. Some organizations also offer an online complaint form.
