Hi again everyone! My husband and I are moving to Pittsburgh in the summer as international students in CMU. We hoped to buy a car as soon as we arrived since we really are used to having a vehicle but were told in order to do so first you needed the Pennsylvania state license, is this true? We can not purchase a car with our international license?
Also, if you can recommend any used car dealerships it would be great!!!

You don't need a driver's license to buy a car as far as I know. You will need insurance and a driver's license to get a plate and be able to drive it. Insurance is the most important part of all this. That is the law. As far as buying a car, look at private sellers on Craigslist. There are some good deals out there. You need to then get insurance and go to a notary to get the paperwork done.

You need a Pennsylvania license to register the car after you purchase it. I had a California license when I bought my car in 2013. I couldn't register my car until I got a Pennsylvania license and gave up my California license.
