The suburbs, and even the outlying areas of the city, would like to have transportation and amenities to help their communities grow as well. If you push all of the public investment into a narrow zone, that seems selfish as well.

Lots of regions are building their own regional light rail systems. All they did was raise the money from local and/or state sources with an additional tax on something. Dallas, Houston, Denver, Minneapolis and Salt Lake City come to mind.

I can't speak for the other cities, but Houston only has one LRT line. Two more are opening up with the majority of funding from the federal government.

Noticed that MGM is proposing an MGM Grand for downtown Atlanta for about $1 billion. Doubt that they have a similar interest in Pittsburgh but it might take allowing for a hotel casino to get their interest for a convention hotel.

Thought I heard that Rivers Casino was proposing to add a hotel.
