Not at all.

I personally know of four households who had to do this.

Nobody "had" to trade their vehicle. Even during/after Cash for Clunkers there were millions of used cars available. It took what, 700,000 cars off the road?

Simple math should've told them to buy used. You should've went to the dealership with them and helped them out ala Costanza.

No.

Two years after cash for clunkers when they DID need a new (used) vehicle, there weren't any available. They were forced to buy new.

You know, I said at the time, that they should've taken the better of the "clunkers" that were turned in and put them into a pool, so that if somebody of lower means wanted to turn in an even worse clunker, they could've upgraded to one of the better ones. Same number of clunkers off the road, and the same stimulation of new car manufacturing, but it would've raised the quality level of the fleet across the board.

Damn shame they didn't bother asking my advice....

I bought a used car, an 08 Buick in 2010, after the "cash for cluckers" scheme was completed and had no problem at all. There were plenty of preowned vehicles on the lot.
