Do you mean absolutely new, ground-up construction? If so then I would say no, there aren't any that I can think of. There are plenty of mid-rise (10-15 stories, maybe up to 20) that are very recently gutted/remodeled adaptive reuses of former commercial office space.

There should be at least two that were built in the past decade. I think one is along the Mon and the other is just across the Allegheny from PNC Park. Can't remember the names of them offhand.

The converted buildings should count as new as well. I mean those buildings would have been gutted to make a change from office to apartments.

The Encore on 7th opened in 2006. I think most of the apartments are re-done office buildings though, like River Vue

Found the other new building - these are condos, but I'm sure some of them are put up for rent occasionally.

They have the advantage of being close to a few new grocery markets that are opening soon in Market Square.

For former Alcoa building is in the process of going residential from office. It is 30+ stories. Not sure of the completion date.

I think any office-to-residential conversion would have reinforced concrete floors.

Looked at the website for Encore on 7th, at that price point I'm surprised more aren't being built ($1800+ for a 1 bedroom, up to $3100 for a 2 bedroom). I guess there are currently enough conversion projects to meet demand though.
