The board of property assessment isn't involved in this at all. At the first level, it's between the owner, the lawyers hired by the school district and the judge.

The lawyers, at the request of the school district, appeal most newly purchased properties without doing any research or legwork to actually make the case. The owner comes more prepared than the lawyers at the initial hearing and the judge almost always rules in the owners favor. The main argument - nearby comparable homes assessed at a lower price.

Then the lawyers wake up, submit another appeal and actually prepare for the hearing looking at the comparables, etc.. At that point it can go either way depending on how prepared both parties are and how complicated the case is.

This is wrong.

The first level is the Board of Property Assessment. The second level is the Board of Viewers.
