To be honest, I'm pretty sure that section of the Code was not written with bike lanes in mind, but rather HOV lanes, and you can argue that a sign that says "Bike Lane" is not an "Official traffic-control device" (which is not defined in the Code), and that the sign is not exclusive but merely descriptive, but... yeah, I don't feel like arguing that!

Actually, the City of Pittsburgh Municipal Code, which incorporates all of Title 75 of the PA Code except where modified by the Muni Code, defines "Traffic Control Device" as "Any official sign, signal, marking or other device designed, placed or erected to regulate, warn or guide traffic."
