Potholes, cracked pavements, I even know this one street in Homestead that's so bad that you are basically risking tearing your vehicle up by driving up it and it's a one way street at that! I have seen streets in small towns that for the most part are kept up better than the ones here, HORRIBLE!

Freeze/thaw, heavier use over time (less walking or using PAT), poor construction without regard to sub-base/base...there are probably other reasons. It's a plague across the mid-atlantic and eastern canadian urban areas.

Homestead is not in Pittsburgh.

Maybe it has something to do with the management of upkeep and paving schedules, or labor and equipment contracts, used by the large cities in PA.

I'd guess a good quarter-century, more probably, of deferred maintenance. Look at these numbers for population drop and median income.

Who do you think is paying for street maintenance, and with what money? It's another argument in favor of the consolidation touched on in the Denver train thread, maybe. 3000 people times 13k annual income is not much support for public works or anything else.

Pittsburgh gets alot of freeze and thaw that most other places don't, it can be almost every night. Plus with the hills we tend to use alot more road salt than most areas. Plus alot of potholes are filled with cold patch that does not work.

Not sure that is entirely true - it can work, if installed properly. There definitely are patches all around that last - you can tell because of the darker color compared to the pavement around it (it being darker because it is newer).

I think you you have to clean out the pothole, grind it down to a concave shape, then fill it, for cold patch to work. (This can be verified as accurate or not with some online research.) It's probable that crews do not do this because of the time it would take, and/or they do not realize this prep work is needed for a good bond.

It may be that people driving on a soft, recently placed patch destroys it, too.
