I am thinking moving the well pump in basement to ground level.
Should I contact a general contractor or a plumber?
Can I do it by myself?
Did anyone tried it before?

Is this a pump for a water well, if it is it has to stay submerged. The well water provides it's lubrication. Also pumps are very inefficient at lifting water, they are only good for pushing water.

yes, it's a pump for water well. the reason why I am thinking moving it up is that there is always condensation water in that area.
by the way, how come the water provides lubrication to the pump? did you mean cooling?

I was actually told it was both, I have only done one well and that was years ago so I maybe completely wrong.

Depending on well depth, I have had a few in the basement/crawlspace (shallow well), and others as a pump in the well shaft (deep well, around 180'). It is obviously easier if the motor is in the basement should service be needed, but noise/vibration can be annoying. Service was rare in my experience with a good quality pump - I had Flint and Walling. Can't say I have ever experienced above ground pump use, with any well considered 'deep'. Good luck on your plan.
