This line of thinking is kind of misguided, though. It's not like people are going to airplane commute from Europe or something...99% of the people who take jobs at the new HQ are going to become residents of the local metro area, if they are not already.
Amazon will hire way more, which is the point. The full time jobs at Shell will be more specialized and there will be fierce competition for them. They will effect the area in different ways and they are two different types of companies. Shell is putting the cracker plant where it is because the site is roughly in the middle of OH, PA, and WV geographically. It has nothing to do with wanting to be close to Pittsburgh or caring about CMU grads or anything.

Primanti's is making up for PA's shortcomings. They are offering free sammiches and a lifetime discount in exchange for Amazon picking Pittsburgh. Added value to Pittsburgh's bid $325,000.

Could PA just let them run their business tax-free for about 20 years? It'd be like not having Amazon for 20 years. Meanwhile, their 50k employees go on paying their taxes.

In short, yeah that would make sense. I still don't think the $25M number has been substantiated, though. Shame on me for reacting to it. Google comes up short, other than old news related to $22.25M provided last year for an Amazon fulfillment center.

I have no idea if the 25M is real or just someones made up number. I really hope its more competitive than that. Landing amazon would be an incredible boost for the region in many ways. A tipping point to where we become a real contender of a city overall in the country.

Looks like the 24.8M is the total from the state:
Pa., N.J. Among States Giving Most Tax Incentives to Amazon

The 24.8 million is the amount the State has given Amazon the past, not how much is in the offering now.

How much is the return on that investment? You only posted how much the investment cost. What did the state MAKE! You act like PA has a choice in the matter. We grow through our investments. That is the real business world. Big companies will move if given more from another state. Heck even GE moved.

If you are going to provide how much and investment cost you need to also provide if it was a net gain or loss. I suspect the net gain is pretty big if you add up all the actual employees tax revenue, goods purchased, housing (real estate tax) and more.

State have to invest in companies these days. It is just how it is done. If PA doesn't do it they have NO chance of landing Amazon. None!

Administrative Assistants and receptionists are as common as human beings working manufacturing jobs. Amazon did a masterful job at raising expectations and creating a feeding frenzy.
