Averaging more than a million dollars per year in settlements regarding civil rights violations... maybe its time the officers responsible for those violations actually faced some financial consequences themselves, in order to dissuade more of this.

Is it the same officers involved in all of these? If so, then those officers should become (if they haven't already) former officers. If it's different officers involved, then that points to a more systemic problem in the Pittsburgh Police force, one that will be more difficult to deal with. It also points to the idea that perhaps the current leadership in the police force should be the former leadership. A few bad officers is one thing. If the culture of the force is such that violations such as this will be basically overlooked by leadership, then that's on the leadership.

watch that video. it starts when the guy is on the ground.

what happened BEFORE that? the police are human, too. they get angry and lose control. no, its not for carte blanche, but how does someone even GET to that point with the cops? by being belligerent? abusive, or threatening?

"the police are supposed to protect" someone here will say. were they NOT protecting the public? let's know the entire encounter first.

In this case it was way too excessive and that cop is just some bully, not protecting or serving anyone but himself. I can't condone any of this.

That's no excuse. You'd be justifiably enraged if you came home and found your wife in bed with another man, but if you killed one, or both of them, you'd be headed to prison, as your anger wouldn't justify attacking them. Same with this cop. The punches were bad enough, but no way can you justify bouncing this guys head off the pavement. He's lucky he's not facing a manslaughter charge. He needs to go to jail, but at the very least, he has to be fired. He's as much a thug as some gang member from the hood, and the same sort of thought processes are likely at work here.

Likely a couple of F bombs and urinating on the sidewalk. Warrants an arrest, maybe being held down. Not skull punched.
