I'm all for helping kids, but is this thing legit? Anyone have more info concerning the pros and cons?

I am voting no because it is another tax on homeownership. There is NO accountability for this fun according to many. It will still pass, but I am not voting for something that is labeled "children's fund" blindly. Here you go from the county controller.

Flawed approach: Voters should reject children

I think the idea is good in concept, and unlike gg, I don’t have issue with a small tax increase. However, it seems this idea isn’t fully thought out and there isn’t any sort of built in plan for accountability. I plan to vote no, but would reconsider if they come back in the future with a more fully baked plan.

Here in PA, we don’t do a great job of funding programs for the young. For example, lottery proceeds go to the elderly here in PA. Lottery proceeds go toward education in most other states.

So yesterday I was canvassing for the Democrats in Highland Park and one of the people whose doors we knocked on was talking with us about it and she was unsure herself whether she wanted to vote yes or no on this because of trusting whether the money would be properly used or not. Also, on the literature the party gave us, unlike the other races where they showed who they clearly wanted people to vote for, they didn't have a preference for this. I am not 100% sure on my vote, but am leaning to no as well.

That's the impression I've been getting, no really defined plans on what to do with the money. It wouldn't hurt my wallet, but not crazy about giving away money with concrete plans. Stanwix, used to agree about using the lottery money for the elderly, but I'm now closing in on that demographic.
