I am flat out baffled that they don't discuss this with you at the DMV counter, nor do they tell you that not all drivers license centers are not able to give you Real ID. In fact, of the ones that are able to issue real ID, only one (Bridgeville) in Allegheny County can issue it on the spot. All of the others you have to wait to get it in the mail. Furthermore, having an ID that says 'Not for Real ID Purposes' sure as hell could be interpreted as "this is not a valid ID" by someone who doesn't know better. This thing was executed very poorly.

My friend went through this same ordeal when he renewed his driver's license earlier this year. Mine is up in December, so I'm definitely going to make sure I have everything ready for then so I can get a real ID .

Yep Real ID is optional and you have to provide proof of your identity to get one. There is a $30 fee but I believe it is a one time fee then you just have the standard drivers license renewal fee every 4 years. I just renewed mine at the DMV in Bridgeville. The do Real ID and have a place for doing that aside from standard renewals. The people there were very patient in explaining to me what I need to do. As it turned out I am missing a stamp on my marriage certificate and they told me how to fix the problem.

Not really a big deal. I don't fly much so not in any hurry.

Na says valid, unexpired U.S. Passport or passport card is accepted

Can't use your passport in what situation? If you don't have a Real ID, you can use your passport as proof of identity to board a plane. If you do want a Real ID, your passport can be used as proof of citizenship to get one.

It's not PennDOT so much as the US government, but okay.
