Being new here, I don't know where Canton Twp is... when I lived in Phila, I lived within a Borough's city limits, had friends who lived outside the Boro limits, though the same town. We paid differently for our sewage and trash, though we had the same zip code. I don't know if we're in city limits, not even sure where the city is, LOL. Now if we lived in Washington, being within city limits might make a difference down there.

I find it hard to believe that your overall taxes in NJ are cheaper than Peters township.

If they rolled all the garbage and sewer rates into your city taxes then I bet you were paying a pretty big city locality tax.

compare the ranking of states, (this was 2005 by money mag)
