I'd disagree with that. At least in the case of Crafton Borough. (There is also Crafton Heights which is a city neighborhood.) As a suburb it is, of course, more car-focused than an urban area, but it does have more of a town center than Green Tree. It's not exactly a jumping town center, but when I lived in Crafton I used to walk to the library, the grocery store (in a strip mall, not in the town center) and a good italian restaurant -- Sarafino's. The West Busway also runs right next to the town center area and gets you downtown in about 10 minutes.
