My understanding is that it is a term that was created among the Far Left, and in particular, it rose to prominence in the Summer of 2020 in the context of the racial justice protests. No doubt the term has been misconstrued and used as a boogeyman by the Right. As a political slogan, it seems tailor-made to vex Dems trying to win in competitive districts (and many Democratic candidates said as much in relation to the 2020 election cycle). What does it mean? Who knows. Does it mean reallocation of funds, does it mean greater funding of social services, like mental health, drug treatment, and job re-training)? I'm not in retail politics, but it stands to reason that, if the first thing you say, after delivering your political slogan is, "it doesn't mean what you think it means," then I'm pretty sure it is not a good slogan.

Ultimately, this concept, whatever it is, does not have majority support among any group:

Lol. I didn’t claim to love it. I love the idea of abolishing the police, but defunding will be great, too.
