Nobody said otherwise about it being a top organization. They must be desperate to hire for the position.

What does Peduto bring to the table for it to be a good move?

Marketing-wise, perhaps. For those who admire him and his work. I met him a few times and he was personable, easygoing. But just not mayor material. For the most part, bike lanes were a good idea as was bringing people back downtown to live. He did some good. His obsessions with national politics and issues were just nuts.
