this question doesn't make sense. there is no such thing as a "store" that sells beer or liquor in PA. If you are talking about a bar, restaurant, or beer distributorship, that's different. Could you explain your question more?

I've been gone from PA long enough to have forgotten all about State Stores and Beer Distributers. Yikes!

State has cornered the market on Spirits for sure. Are there wine specialty stores in PA yet?

It would help if you actually spelled the words correctly.
Liquor
License
Guide

(Liqueurs are a different type of alcoholic beverage flavored and sugar added, and I am not sure, but I don't think you require a liquor license for those)

Might make the posting actually seem more realistic.

Call the PLCB state office. I am sure they can answer any questions you have.

Heritage Wine Cellars has retail locations and claim to have one at Station Square. Years ago they had a store on 5th Avenue in Oakland and it was open on Sundays. I never figured out how they did it.
Heritage Wine Cellars

There was/is a couple grocery stores around Center Avenue in East Liberty and last I knew a 7-11 in Friendship that sold beer. Another one in Morningside.

This isn't something you get advice from an internet forum for. This is serious business and you're facing a Great Wall of Bureaucracy. What you really need is an attorney who specializes in this process. Your best bet for leads is to join the local tavern league.
